Maryland Higher Education Commission (MHEC) One App for Undocumented Students

The Maryland Higher Education Commission (MHEC) One App is available for undocumented individuals who may qualify for in-state tuition under the Maryland Dream Act.

The MHEC One App is FREE, quick, and simple to complete. The MHEC One App is available in October of each year and should be completed by March 1 for students who wish to be considered for state financial aid from the Maryland Higher Education Commission (MHEC) Office of Student Financial Assistance (OSFA).

Maryland Dream Act

The Maryland Dream Act entitles certain students who are undocumented to the in-county/in-state tuition and fee rate depending on where the student completed high school.
